In this one-hour seminar, Professor Vanessa Elias de Oliveira will examine how community-based risk reduction plans can strengthen resilience and climate adaptation in vulnerable territories, with a particular focus on Brazil. Drawing on research on collaborative governance and public policy, the seminar explores how communities, governments, and other stakeholders can co-produce effective and locally grounded responses to climate-related risks.

The presentation sheds light on an innovative Brazilian federal initiative that supports the participatory development of Community Risk Reduction and Climate Adaptation Plans (PCRAs) in 12 socioeconomically vulnerable favelas. Unlike traditional top-down approaches, these plans place local communities at the centre of decision-making, combining community knowledge with technical expertise to develop risk reduction and climate adaptation strategies.

Through an analysis of this policy, Professor Elias de Oliveira examines how co-production enhances resilience, the role of multilevel governance in disaster risk management, and the challenges of implementing climate adaptation policies in vulnerable urban areas. The seminar also discusses the broader implications of this experience for disaster risk reduction and climate governance in the Global South.

  • Vanessa Elias de Oliveira

    Associate Professor of Political Science in Public Policy at the Federal University of ABC (UFABC), Brazil.
    Vanessa Elias de Oliveira holds a PhD and an MA in Political Science from the University of São Paulo, as well as an MA in Collective Health from the Faculty of Medical Sciences of Santa Casa de São Paulo. She has been a visiting professor at the University of Duisburg-Essen, Germany, and at the Department of Political and Social Sciences of the University of Bologna. She coordinates the research consortium “Crises and Local Power”, is a CNPq researcher, and serves on the Executive Committee of the Brazilian Network of Women Scientists. She also coordinates the Public Policy Program at FAPESP and is a member of the Executive Committee of the International Political Science Association (IPSA).
